to Amend Section 17.60.020 of the City of Angels Municipal Code and

Add Section 17.60.025 to allow the City Planner

to Approve Site Plan Reviews for Certain Projects

 

 

17.60.020  Site plan review commission.    The planning commission is established as the site plan review commission for the purpose of investigating the design, layout and other features of proposed developments in keeping with the intent and purposes set forth in Section 17.60.010, except as otherwise provided in Section 17.60.025.   

 

17.60.025  Site plan review by planning department.     The city planner may conduct a site plan review and give final approval to a site plan without planning commission review and without holding a public hearing for a development involving all of the following:

 

A.                 Conversion of one use to another use where only a site plan review is required; and

 

B.                 Use of an existing structure involving negligible or no expansion and no significant change to the existing footprint of the structure; and

 

C.                 No deviations from the landscaping, parking, sign or other requirements of the City of Angels Municipal Code are requested by the applicant; and

 

D.                 The proposed project is located outside of the historic district.

 

When conducting a site plan review in accordance with this section, the city planner shall notify adjoining parcel owners within 300’ of the proposed use, members of the Planning Commission and interested advisory agencies prior to approving a site plan subject to this section.   The city planner may, at his or her own discretion, refer an application received pursuant to this section to the planning commission for a public hearing.

 

If the city is without a city planner, site plan reviews pursuant to this section shall be referred to the Planning Commission.

 


 

The foregoing Ordinance shall, before the expiration of fifteen (15) days of the passage of same, be published with the names of the Council Members voting for and against the same once in a newspaper of general circulation, and said Ordinance shall take effect and be in force thirty (30) days after the passage thereof.

 

The foregoing Ordinance was introduced at a regular meeting of the City Council of the City of Angels on ___________, 2002, and passed and adopted at a regular meeting of the City Council of the City of Angels held on __________, 2002, by the following vote:
